Andrew Constantine MBE CChem MRSC

Andrew graduated from Sir John Cass College, University of London, in 1958. He started work in 1958 as a research chemist working in a laboratory, then in 1965 he moved to Coal Products, a division of the National Coal Board. Andrew frequently travelled to the mining areas of the Midlands and the North to direct various projects. Andrew was appalled by the pollution and the despoliation of the countryside that he witnessed and decided that reduction of toxic waste was to become his focus.
In 1974 Andrew was employed by ReChem a small company based in Southampton that treated toxic waste. During the next two years Andrew was involved in setting up new treatment plants in South Wales and Scotland which afforded him practical experience in this specialist field.
The Control of Pollution Act 1974 came into force in 1976. It provided powers for local authorities to regulate the storage, transportation, and disposal of waste to prevent pollution. In 1976 Andrew was appointed Waste Regulation Officer for Suffolk County Council based in Ipswich. He was one of the first officers to take up this new role. He built up a team of qualified scientists and engineers and devised systems and procedures, many of which were subsequently adopted by other local authorities.
Andrew was well known and respected in the waste industry; he was chairman of various regional committees as well as giving talks on waste disposal, monitoring ground-water, dealing with gas emitted from old landfill sites, and enforcing legislation. In 1996 the new Environment Agency took over from the local authorities and in 1997 at the age of 61 Andrew retired.
Shortly after retiring, Andrew was awarded the MBE for his role in waste management.
In retirement Andrew was able to pursue his many intellectual interests, in particular astronomy, astrophysics, science in general, history (ancient and modern), literature, poetry, art, music and opera. Andrew was a keen gardener and enjoyed working on various projects and growing shrubs, flowers and vegetables.
Andrew passed away at home on 25 October aged 89. He was a loving husband and son, a devoted brother, a good friend, always kind, thoughtful and generous. He will be greatly missed by his beloved wife Judith and by all those who knew him.
